Freezing the State Participation makes all counties unequal in their ability to fund the County share of costs of the IHSS program. The In Home Supportive Services Program enables elderly and disabled Californians to remain in their home in the most integrated setting. This bill, if passed, would violate the intent of the ADA and the Olmstead SCOTUS decision giving the right to community living and inclusion.

program: To freeze State participation at current levels in provider wage and benefit increases.
Background
Existing law establishes a formula with regard to provider wages
or benefits increases negotiated or agreed to by a public authority
or nonprofit consortium, and specifies the percentages required to be
paid by the state and counties, beginning with the 2000-01 fiscal
year, with regard to the nonfederal share of any increases.
