FIRST! Law to Use People First Language!

This bill [law] is the first California law to utilize "People First" language. People First language respects the person by placing the person first, and reference to ability second. IE: Person with a disability instead of disabled person.

Summary
Allows PWD's to park in up to two [2] standard parking spaces when the accessible spaces are not available.
Background
The 2002 law allows vans with sideloading lifts to park in two spaces in a public parking lot when loading or unloading a PWD. This amendment allows persons with plates or placards to park in two spaces when loading or unloading, to remain parked, when extra space is needed for any assistive equipment or for manuevering to enter or exit the vehicle; in any public or private parking lot and on streets and highways.
