Why am I concerned this might be creeping bureaucracy and/or consulting make-work? Are these programs so consistently alike in all parts of the state that such standardization is really justified? Is it a hardship for the local offices to do the training without "standard curricula"? Without doing the research, I'd tend to err on the side of avoiding the creep.

Summary
Would require the State DSS,along with counties and stakeholders, to develop standard training materials for those providing the training to the county or public authority.
Background
Existing law provides for the In-Home Supportive Services (IHSS)program, under which qualified aged, blind, and disabled persons receive services enabling them to remain in their own homes.
Under existing law, the functions of a nonprofit consortium contracting with the county, or a public authority established for this purpose, include providing for training for providers and recipients.
