This is yet another attempt to extend the nanny state. We don't need yet another police group inspecting our cats and dogs for spaying and neutering and imposing some additional court costs and nonsense over this issue. It's typical empty headed thinking that putting an unenforcable law on the books that mandates enforcement personnel is going to do anything but annoy the population.

This bill is horrible! it was based on lies and erroneous information calling to the bleeding hearts about preventing euthanasia of animals. FACT... shelters have had a decline of animals coming into shelters over the last decade. FACT... if we have so many unwanted animals, why are shelters importing animals from other countries and other parts of the US? FACT... the numbers used for animals euthanized consisted of feral cats, owners turn ins as well as shelter animals, feral cats being over 50% of euthanized animals. FACT... the MONEY figures they used in what it costs to keep shelters open include $500,000 for artwork, $1.12 million for architectural studies. FACT... mandatory spay and neuter areas have bigger problems in non compliance after they pass, including no vaccinations and rabies becoming an issue. FACT... spay and neuter at such a young age causes numerous health issues FACT... punishing responsible breeders will not stop the people who are causing the problem now FACT...this bill takes away everyone's rights FACT... why does Levine stonewall the breeders who tried to discuss this bill with him, yet talks to commercial (puppymill) breeders FACT... THIS BILL IS FOUNDED AND WRITTEN WITH ERRONEOUS INFORMATION. Can you say LIE? FACT... if this bill passes, CA will lose MILLIONS of dollars of revenue! OPPOSE AB1634.

Summary


This law would impose "civil penalties" on anyone caught with an unspayed or unneutered pet over the age of 4 months. The civil penalties would go to the cost of running the program.

Background


There is a community that sees neutering and spaying as essential to cut down on the number of cats and dogs running loose or being turned in to rescue and pound operations. They appear to believe that a law mandating spaying and neutering will help address the problem.
