Pretty Obvious Stuff

No matter where you come out on Global Warming and/or Peak Oil, bike commuting is a good thing. We generally have the weather for it in California and relatively flat cities like Sacramento and much of LA are conducive to bike commuting. Without storage / protection for the bikes and for the extra clothes and gear and without showering and primping facilities for the riders, it is not a realistic option. When we commuted 10 miles each way down in LA, the showers were essential. With the showers, it could have been fun if there were protected bike lanes ;)

Summary

This bill would enact the Green and Healthy Workplace Bicycle Facilities Act of 2007, which would require the department, in consultation with the State Architect and other state agencies, to adopt regulations establishing standards for bicycle facilities, including parking areas, showers, and lockers in state-owned and state-leased buildings. The bill would require each state agency to develop programs to promote and encourage bicycle commuting and use of bicycles for work-related trips, as well as to manage its bicycle facilities. (from the text)

Background

This is related to climate change (and Peak Oil) thinking as well as smog and air pollution. It reflects the fact that bicycle commuters need facilities at their workplaces if they are going to consider committing to work on a regular basis. The South Coast (LA Basin, etc.) Air Quality Management (www.aqm.gov) has pressed for bike-to-work incentives as part of their mitigation requirements.
